The collection group and the dissemination group should work together  
to come up with a component architecture, complete with interfaces,  
for how the protocol will operate. It would be good to have this by  
Wednesday (12/14) late afternoon PST, so that people in the other  
group can have a chance to read it carefully and comment.

I know this is a short timeframe, but there's also a large corpus of  
prior work on this, so it's not starting from scratch.
