[net2-wg] Collection and dissemination TEPs

Given that we're pretty settled on the design and interfaces of  
collection and dissemination, it might be good to now write them up  
as TEPs. I figure it's probably better if they have separate TEPs.  
I'll coordinate with David Gay, but for now it's safe to allocate  
numbers 117 and 118.

Having initial drafts of these TEPs for the TTX could be a good  
milestone, as it will provide a way for the community to give  
feedback and see what direction the WG is going. As TEPs are  
generally reasonably short, e.g., 4 pages of text, accomplishing this  
doesn't seem out of line in a week. I'm happy to write up the  
Dissemination TEP. Kyle, Om, Rodrigo, how do you feel about writing  
up a Collection TEP? At this point, the TEP can specify the component  
names and interfaces to the protocols. As the TEPs would be in Draft,  
we can, later down the line, figure out whether we want to  
additionally specify packet formats and update them accordingly.

Also, going through the (brief) exercise of writing TEPs could be  
good. The best place to start is by taking a current one and just  
copying its structure. TEP 1 describes the format that you have to  
follow.

I figure the outline for TEP 117: Dissemination will look something  
like this:

I. Introduction
II. Dissemination Protocols
III. Components and Interfaces
IV. Consistency
V. Author's Addresses
VI. Citations
