[net2-wg] Collection TEP draft

Conceptually I think users of Collection should use a separate, higher
level parameter space.
AM ids should demultiplex to different network protocols, and the
tree_id would demultiplex the packets of that tree. AM is a link-level
demultiplexing.

Of course, there remains the question of how that plays with the
virtualized AM interface.
