Yes, ETX does not comply with that higher number -> better quality
requirement. I think this is something we need to standardize because
if we are going to have different routing protocols running with a
given LinkEstimatorP, how do those routing protocols know if a link is
good or bad if it receives a quality of, lets say, 3 ? Did the link
get significantly better or marginally better if the quality now is 4
? I think we should standardize the output of getQuality() - in terms
of range, correlation of the return value and link
reliability/quality, and range.
