[net2-wg] collection evaluation

The application in tests/TestNetwork should now be a fully  
functioning routing layer. The application sets any node whose ID mod  
500 == 0 to be a root. I didn't have time to set up tool-side support  
yet. I hope to do this on the plane today and check it in tonight,  
but may not be able to get to it. Regardless, people can try testing  
the application as is, and just use a SerialForwarder to count the  
packets and a raw listen app to see whose packets they are.
