[net2-wg] Change to tos/lib/tossim/SerialActiveMessageC.nc

Hi (Phil),

I had to add SplitControl to tossim/SerialActiveMessageC.nc, so that
it would be signature-compatible with the motes one. I don't have
karma to commit that.
