[net2-wg] Java packet logger

This is a packet logging tool that prints hex dump of packets from
several nodes.
It requires a "testbed config file", with the format

mote <id> <address>
...


and will prepend each line with the (decimal) time in ms and the node id.

It is a very slight modification of the files in tinyos-1.x/contrib/testbed

It also requires a serial forwarder running at the local host for each
mote, at port 9100+node_id.

Should be accessible at net.tinyos.testbed, so one place to untar it is in
support/sdk/java/net/tinyos.
