[net2-wg] Should link estimator have a designated AM type?

In the net2 meeting today, we had discussion on whether we should have
a designated AM type for the link estimation protocol. We thought that
it might be better to not have a designated AM type. This would only
require that the sender and the receiver of beacons know AM types,
which seems a reasonable assumption. Not having a designated AM type
will enable multiple protocols to use separate or shared instance of
the protocl/table and work better with the type of fair queueing that
we have in T2. You can read the details in the meeting notes.
