[net2-wg] Feedback needed on code inclusion policy

We, as a group, will be responsible for supporting the code in
tos/lib/net so if you have any opinion on what requirements should be
satisfied before the code makes it into tos/lib/net, please let me
know today. Possibilities are - at least two members have to endorse,
at least one person commits to supporting the code for a year,
discourage people from including code in tos/lib/net and encourage
them to put their protocols in contrib or anything else you might
want.

We should make this decision by tomorrow.
