Ah, right. Sorry, forgot about this.

Core discussed support/bin versus tools/bin. David Gay mentioned his  
experiences from earlier RPMs that led him to separate the two, and  
so it seems like tools/bin is a better place for now. This means I'll  
need to update the tools RPM whenever we update the Deluge scripts,  
but that's no big deal.
