Is it possible to achieve a consistent definition across very different radios?
If the definition is such a PRR, then we need to define a threshold
value for it.
For the CC2420 we (internally) defined a threshold LQI based on the
LQI curve. It will be interesting to see what threshold value for the
SNR(?) in the CC1000 produces a similar result.

Once we have that we can write the TEP.

We should also write a TEP on the 4-bit link estimator interfaces that
we use in the submission.
