1. Services: There should be a CollectionReceiverC, a  
CollectionSnooperC, and a CollectionInterceptorC
2. The statement that CollectionC SHOULD NOT set a node to be a root  
by default should be made more precise: it SHOULD make a node to be a  
non-root by default
3. The TEP should reference MultihopLqi in addition to CTP.

Comment 1 means that we need to add some more components to lib/net.
