[net2-wg] copy vs buffer swap interfaces

We revisited the copy vs buffer swap interfaces during our last
meeting. The details are in the meeting notes.

It has been argued that buffer swap interfaces encourage user errors.
Phil seemed skeptical that this is the case. He proposed that we think
about the kinds of errors that we have encountered that was due to
buffer swap interface and that could have been avoided had we been
using a copy interface. I think this is a more systematic way to
understand this issue.
