Ajay Ravindra, a student at USC, pointed out that our header format diagrams for LEEP (TEP 124) indicated 17-bits on each line which is true because it went from 0..9 then 0..6 making it a total of 17 bits. I looked at the format drawn in TEP 123, and we had similar problem there. I have committed fixes to both of these TEPs. - om_p
