[net2-wg] DIP Dissemination

Apologies for taking so long to get involved with Net2. Attached is the 
DIP protocol I plan to implement for disseminating many small things 
(Section 4 describes the actual protocol). It will probably require some 
interface tweaks of the current components. I'll send my proposals for 
that at a later time. Both protocol and implementation suggestions are 
welcome. Also, phone calls at 12PM aren't very good for me, so e-mail is 
best.
