[net2-wg] new charter for net2

We need to come up with a new charter for net2 to reflect the wider
scope of activities in which net2 is involved:

How about changing the charter from:

"The TinyOS 2.0 Network Protocol Working Group (net2) is responsible for

   * defining the interfaces to basic network protocols in TinyOS
2.x, such as collection and dissemination and
   * producing reference implementations of those protocols. "

to

"The TinyOS 2.0 Network Protocol Working Group (net2) is responsible for

   * defining the interfaces to basic network protocols in TinyOS 2.x, and
   * providing and supporting reference implementations of those protocols. "
