[net2-wg] 6lowpan status and plans

We have one implementation of 6lowpan by Matus. We have another by
Stephen. It has become increasingly clear that Stephen's
implementation might replace Matus' implementation but before we can
get there, we need to do three things.

First, we need to carefully look at both the implementations and
decide if it is worth maintaining the two implementations.

Second, the system is not just frame format but for it to be usable
requires routing and forwarding which has nothing to do with the frame
format. We should reassess if this project and decide if it is a
net2-type work or a core-type work. I think it is net2-type work but
your feedback would be welcome. If it is a net2-type work, I would
like to ask Stephen to apply to be a net2 member.

Third, we probably should come up with a different name for the
project. The name should reflect the fact that we are not just talking
about frame format.
