[net2-wg] Vote to remote ZigBee project from net2 projects

while I agree with this, it is unclear why zigbee wouldn't be part of
net2.  does net2 not act as the umbrella decision maker for 6lowpan,
zigbee, proprietary, etc for entering the main tree?  has the decision
making on the main tree been relaxed (i've seen a whole bunch of stuff
end up in the main tree without any vote or community discussion).
have we moved into the czar period?
