In the past we have talked about "Collection subgroup" etc. but I am
not sure if we are designed to have hierarchy in terms of decision
making among different WGs. I am aware of only two hierarchies:
Alliance and everybody else, and in terms of AM ID allocation people
having to get approval from the net2 chair.
