[net2-wg] header format changes (?)

Okay, here are the proposed changes; there is a patch and two new files and
I would argue that they are pretty modest.  The patch applies cleanly to
HEAD for me and would let blip run out of core.

Eventually may want to use whatever the 802.15.4 wg comes up, with but this
seems like a pretty reasonable way to tide us over until then.
