[net2-wg] 2.1.1 release

Hi,

There is one instance when Timer B is off: "DEBUG (0): Timer B is off.  
Should have fired in 14237, fired in 14238 @ 0:9:17.064487667". I  
don't see a sim owner, so I post here.
