Hi,

Issue: why does Fusion have a mote eavesdrop on it's parent 
transmissions, and not just monitor its route-through traffic?

I think that monitoring the parent's transmissions allows the parent to 
rate limit its children's generation of packets. Monitoring the 
route-through traffic, and adding one token every n packets routed 
through increases the network fairness but does not provide rate limiting.

Make sense?
