[SensorNetArch] I am releasing all locks

Here are the three files I changed.  I didn't edit anything but the 
first two sections, and even there I did a brutally bad job of patching 
together the existing text.  However, I hope this paper how has a 
coherent enough architecture that we can now edit in parallel.  Ee and 
Phil will organize who does what, but I'm staying out of the way.  I'll 
try to check in tomorrow to help out, but my availability will depend 
on the airlines....

Also, someone need to put in better latex formatting.  I got rid of the 
journal formatting, but what I have in there now is too wasteful of 
space.
