[sim-wg] updates to TOSSIM

After a flurry of travel, I was able to finally get to some of the  
patches and bug fixes people have brought up for TOSSIM. I just  
checked them in. TOSSIM now supports getting RSSI from packets  
(courtesy of Razvan) and its noise simulation handles borderline  
links better (courtesy of Tal). It might be good for the sim WG to  
meet some point soon (or at least discuss our status over email). 2.1  
will hopefully happen this year, and it would be great to incorporate  
some of the advances the group has made.
