The answer for 1.2 is that we don't upgrade moving from 1.1 to 1.2
unless this is required for stability. If this necessitates changes in
platform/mica we should do it if it will make things more stable. If not
such changes in the 1.x branch can wait for 1.3 (the 1.x unstable path
after 1.2 is released.)

I'm of the opinion that we should view the 2.0 tree as distinct from the
1.0 tree. If we need to replicate what's in tools in order to allow the
freedom to change things that need changing then that's fine. So we
would deal with this by having distinct toolsets. That's not the end of
the world: we are only talking about two different versions, one old,
and one new. But it would be unfortunate if we couldn't upgrade and
improve tool support when we switch major version numbers, I think.
