SInce we're migrating the tools anyway for 1.2, then it makes more
sense to update to the new avr-libc.

How *much* work is involved in changing platform/mica*? A day? Two?
Are the changes things like: 'if you used x here, change it to y' that
are prescriptive? Or is more thought required?
