If you want generic data-processing components to be able to use the  
SID interfaces, then it MUST provide DeviceMetadata. Otherwise you  
cannot perform any operations that optimize the information content  
of a set of bits.

The original observation had been that the MUST for left shifting had  
to be moved out of the SIDs TEP as they had reached down to the ADC  
where it was no longer possible. The agreement was that this would  
move into the sensorboards TEP. This is in the 8/16 notes.
