[Tinyos Core WG] Merging HEAD and DEVEL

In couple of days I plan to merge the HEAD and the DEVEL branch.  If anyone
has an active branch on DEVEL that wants it to be kept alive on HEAD, please
drop me a mail.

Please make sure that all recent fixes (after the release) are applied to
DEVEL also, otherwise I can not guarantee the correctness of the merge.

I'll send another mail immediately before I start with the branch swap.
