[Tinyos-2.0wg] Concerns about ADC in 0.1mV

As a note, one conclusion from earlier discussions was that in the  
general case a ADC cannot (and should not) provide left-shifted  
readings. This led to the conclusion that the left-shifting  
requirement be removed from the SIDs TEP and be moved into the  
sensorboards TEP. Jan has an email on this July 5, and in the July 5  
telecon we agreed that this sounded like the right decomposition.  
This need for relaxation came out of tension between the initial goal  
of SIDs -- high level data acquisition interfaces -- and then their  
use in other areas of the system.
