[Tinyos Core WG] Instructions for contributing code

Hi all,

As discussed in the meeting today, here are the links to the
instructions for contributing code and a sample index file for the
contrib directory under tinyos-2.x-contrib.  I wanted to give everyone
in this group a chance to look them over and give me any feedback
before sending out a more formal email to devel asking for feedback
from the community on the contribution process.

There is still one more docuemnt that needs to be created that
outlines the process of using contributed code in conjunction with the
normal tinyos-2.x tree.  It will be titled "Using Contributed Code"
rather than "Contributing Code", and it will outline the process of
setting up your environment variables/make system correctly.  I don't
have much time for creating this document this week.  Maybe you could
take a stab at getting is started Martin?
