[Tinyos Core WG] TEP 101 last call: Monday October 16

Jan has updated TEP 101 to include the comments and discussion at the  
last telecon. There was consensus that with these edits the document  
would be ready to be sent back to the external reviewer (Jack  
Stankovic). It's therefore in last call. If there are no further  
comments before the end of Monday, October 16 (pacific time), then  
I'll send it to the SC.
