I think generalizing it to resource management sounds reasonable. But
the critical thing that the tutorial needs to make clear is "how do I
get my node into a low power state?" The earlier tutorials will have
introduced turning things on. Remember, these are introductory
tutorials, so don't need to go into "how do I use an arbiter to
create a new queueing policy," or even how the power management part
of the arbiters work. Rather, just explain how to use them.
