[Tinyos Core WG] Preparing for the RPM

I've checked in updates to....

RadioCountToLeds
RadioSenseToLeds
tests/TestAM
tests/TestArbiter

The major changes were...
1) Addition of README file for TestAM
2) Change names of TestArbiterApp.nc in both the TestFcfs and
TestRoundRobin directories to contain the TestFcfs or TestRondRobin
prefix
3) Changed RadioCountMsg and RadioSenseMsg structures in their
respective ".h" files to adhere to the rules layed out in TEP3.
Changed makefiles appropriately for mig.
4) Changed the nesdoc and README files in all directories to be more
descriptive of what the application is doing.
5) Made sure that nesdoc generates documentation correctly by moving
#include above the nesdoc comments
