What does this mean exactly? The only obvious one to me is that those
are block ids. But, for instance, Block doesn't understand a node id
of 400 (legal values based on the README are 0-99, 200-299, 300-399).
Note that the test selection is the hundred's digit, and the seed is
the ten's and unit's.
