[Tinyos Core WG] RPMs

I am checking in the Power Management Tutorial now.  It needs to be
read through by someone else still to make sure its not "insane".
What really constitues an insame tutorial anyway?

The tutorial relies on a new test app called TestSharedResource.  I am
checking it in under apps/tests.
