I think this gets back to the question of whether the TEP states all  
of the details or you need to refer to the interface file for  
specific information in this regard.

It seems to me that as we've been accumulating more TEPs over larger  
areas of the system, including the details seems more and more  
compelling. It might be useful to make this a requirement for further  
TEPs before they go to the SC. We can revisit those that have gone to  
the SC as needed.
