*sigh*
The general thought was that all active changes should occur on the
branch. Periodically, we update the HEAD with the branch and do a
release. This is important so that all code and docs are consistent.
When you update the TEP on the HEAD, but the code on the branch, then
things are confusing and out of whack. This has happened more than
once already.
I had the HEAD so restrictive to prevent mistakes on this; I figured
that, just as with the branch, we'd add access as needed.
