[Tinyos Core WG] tep 103 update

I believe I've finished updating TEP103, and I've attached the latest
version here. I'll update the wiki w/ our feedback and e-mail Ramesh,
but someone else should read through this latest version before we
commit to this being final...

Also, Jonathan/PhilB: I've updated the LogWrite.appendDone event to
acquire a "recordsLost" result (reflecting review feedback/the current
TEP). So you'll want to do something to the stm25p/pxa27x code...
