[Tinyos Core WG] DeviceMetadata and TinyOS 2.0.1

The DeviceMetadata, mandated by TEP109, doesn't currently exist in our
CVS repository. It's therefore no surprise that no sensor currently
provides it.

Question: do we want to add it and modify the sensor boards, and
possibly some demo app like Oscilloscope, for 2.0.1? Or wait until
after the release? At this point in time, I think I vote for the
latter.
