[Tinyos Core WG] ResourceController interface

I'm starting to get the code in the core aligned with the changes made to
the Resource TEP.  One of the major changes in this TEP was to change the
name of the ResourceController interface to ResourceDefaultOwner.  While
updating all the files to reflect this hasn't been a problem, there is a
problem when TEPs that have been finalized reference the ResourceController
interface which is now defunct.  What is the procedure for dealing with this
issue?
