[Tinyos Core WG] starting radio

The TinyOS 2 network protocols have an inconsistent view of how the
radio should be started:

- dissemination: starts the radio automatically
- collection (well, Ctp at least): doesn't start the radio (but does
track its state)

Is there a reason for this difference, and if not, what's the expected
behaviour here? (i.e., whose job is it to start the radio in T2?)
