[Tinyos Core WG] 2.0.2 release plans

A couple of other random issues/questions:

- who is testing dissemination (tests/TestDissemination)? net2?
- tos/lib/TOSBoot should probably be named tos/lib/tosboot, and
tos/tests/TestArbiter should be tos/tests/arbiters (or
tos/tests/arbiter?)
  (packages are in lower-case, app directories in upper case, though
maybe we need to think about this more?)
