No -- the individual platform owners. It only requires two nodes, and  
its output is easily determined by looking at LEDs. The net2  
applications require larger numbers of nodes and more complex  
examination of output to check that they are working. Basically, it's  
simple enough that testing it on all of the platforms is worthwhile.

Basically, all of the applications on the list *except for the ones  
listed as net2* need to be tested by platform owners.

Agree wrt TOSBoot -> tosboot
arbiters/ would make more sense. I think the issue is that it went  
from one test to two tests.

I think the current approach works well, because some OSes are case- 
insensitive.
