[Tinyos Core WG] 2.0.2 release plans

All documentation/coding conventions were still sound in all of my
assigned applications.

RadioCountToLeds: Kevin Klues

tests/TestAM: Kevin Klues
tests/TestArbiter: Kevin Klues

Additional updates:
1) Removed folder apps/tests/TestArbiter and moved contents underneath
apps/tests/arbiters

Comments:
The application apps/tests/TestSharedResource is referred to by
tutorial 8, but was not included in the last release.  It should
probably be included this time, but moved underneath the
apps/tutorials directory and have its name changed slightly.
