[Tinyos Core WG] 2.0.2 release plans

The history isnt transferred to the new directory, but its also not
lost from the old one.  I.e. if you checked out a tree with a time
stamp of yesterday, you would still be able to see the
tests/TestArbiter directory and check its history.  there is no
cvs-ified link between the new and the old though.
