Hrm -- I'm all for making 1.2.9 the recommended compiler (e.g., part  
of the install instructions), but I'm wary of requiring it. So I'd  
say let's make 1.2.9 the RPM linked to on the instructions, but let's  
hold off on changing the makefiles and avr binutils until after 2.0.2.
