[Tinyos Core WG] TinyOS Publications link off www.tinyos.net

We are actually planning to revamp the entire website within the next
few months.  At that time It would probably be beneficial to allow
people to submit their TinyOS related publications for inclusion on
the website.  For now its probably worth either leaving it as is or
simply removing it.
