[Tinyos Core WG] Timebase of Timer vs. capture

Hi All.
Before I left Berkeley I talked to Cory about an issue with the timers -
since the WIKI are belong to l33t Turkish hacker, I'll post it here.

The timers and capture interfaces are defined in separate TEP's, but it
is not clear from the text what timebase they refer to. I presume that
the intention was for them to point to the same timebase, but I can't
read that from the text.

More generally how should it be handled at the HIL level? Is there _one_
timebase? One per precision? One per accuracy? Would any additional
timer units with identical precision and accuracy be platform specific?
