I don't think we want to go down the path of major changes to TEP102
at this point. If we think this is important, we should start a new
TEP.
I did forget one other option for LocalTime: add it to HilTimerMilliC,
and then provide a single LocalTimeC in tos/system. Seems a better
solution to me (and the mica HilTimerMilliC already does this ;-))
