[Tinyos Core WG] LocalTimeMilliC

I checked in a LocalTimeMilliC component to tos/system, added the
LocalTime interface to chips/msp430/timer/HilTimerMilliC, and wrote a
very silly test app for LocalTimeMillIC in apps/tests/TestLocalTime.
The null and mica family platforms already had support in
HilTimerMilliC. So I think we're only missing intelmote2 support for
this change (I emailed
Phil Buonadonna).
